The Civic Engagement & Advocacy Program empowers African refugees, immigrants, protected persons, and community members across Canada to actively participate in civic life, understand their rights and responsibilities, and influence policies that affect their well-being.

The program strengthens community leadership, promotes social justice, and builds the collective voice of African diaspora communities in Canada.

Program Goals

Increase civic literacy among African newcomers and refugee communities.

Equip individuals with advocacy skills to influence public policy at local, provincial, and federal levels.

Promote democratic participation, including voting, volunteering, and community leadership.

Address systemic barriers affecting African Canadians, including discrimination, social exclusion, and lack of representation.

Strengthen community capacity to engage effectively with government institutions, policymakers, and service providers.

Core Components of the Program

Participants receive training on:

  • Understanding Canadian government structures (municipal, provincial, federal)
  • Rights and responsibilities under the Canadian Charter
  • How laws and public policies are made
  • Roles of elected officials and public institutions
  • How to navigate government services
  • Understanding diversity, equity, and inclusion (DEI) in Canada

Workshops include real-life simulations, guest speakers, and interactive learning.

This component equips participants with the skills needed to:

  • Identify community issues requiring advocacy
  • Analyze policies and their impacts
  • Write advocacy briefs, petitions, and policy recommendations
  • Engage with elected officials
  • Participate in consultations and public hearings
  • Use data and storytelling to influence change

Mobilize community voices ethically and effectively

ACESS develops strong African leaders through:

  • Leadership and public speaking coaching
  • Conflict resolution & negotiation skills
  • Community organizing and mobilization techniques
  • Youth leadership development programs
  • Women-in-leadership empowerment initiatives

Leaders become ambassadors for positive change within their communities.

Non-partisan voter engagement includes:

  • Understanding voter eligibility and registration
  • How to participate in municipal, provincial, and federal elections
  • Hosting candidate forums and debates
  • Providing accessible information about elections and political platforms
  • Encouraging civic volunteering, including campaigns and community boards

ACESS ensures newcomers understand that civic participation goes beyond just voting.

Participants are educated on:

  • Anti-racism frameworks
  • Reporting discrimination & human rights violations
  • Navigating the Canadian Human Rights Commission (CHRC)
  • Workplace rights and protections
  • Building inclusive communities
  • Advocating for equity in services such as healthcare, education, and housing

ACESS facilitates platforms where:

  • Community members engage in meaningful conversations
  • Experts, policymakers, and service providers discuss issues affecting African communities
  • Solutions and recommendations are co-created
  • Reports are developed to inform public policy

These dialogues empower communities to shape Canada’s multicultural and inclusive future.

Special programming for youth includes:

  • Model Parliament sessions
  • Youth civic clubs
  • Mentorship by Black leaders and professionals
  • Volunteer placements in community organizations
  • Education on Canadian laws, responsibilities, and digital citizenship

This prepares young African Canadians to become active, responsible, and informed leaders.

Empowering women economically through:

  • Employment readiness, resume writing & job search coaching
  • Introduction to trades and high-demand fields
  • Entrepreneurship and small business support
  • Financial literacy training (budgeting, saving, credit building)
  • Access to micro-grants or small start-up supports (where available)
  • Economic empowerment strengthens both women and their families.

Program Outcomes

By the end of the program, participants will:

  • Understand how Canadian civic systems work

  • Gain confidence to participate in civic and political processes

  • Be able to advocate for community needs and policy reforms

  • Become informed leaders who contribute to community development

  • Increase representation and visibility of African voices in Canada’s public sphere

  • Build stronger relationships between African communities and government institutions

Why This Program Matters

Many African newcomers arrive in Canada with limited civic awareness due to displacement, war, lack of stable governance, or different political systems. As a result:

  • They may feel excluded from civic participation

  • Their voices may be underrepresented in public decisions

  • Barriers such as language, discrimination, and lack of knowledge hold them back
